Redditch Council workers took more than 2,000 days sick leave from April to August - higher than most local authorities.
On Monday, councillors met to form a strategy to tackle the problem, including a high proportion of stress related leave - nearly 22 per cent.
A revised policy should introduce better management of sickness absence, increased productivity and savings, according to a report for councillors.
