RETIRED Bromsgrove GP Dr Jim Swire is annoyed that the British relatives of Lockerbie bombing victims have been sidelined in talks aimed at getting Libya to admit responsibility.
The Libyans want all sanctions lifted and for its name to be taken off the US list of state sponsors of terrorism.
But Dr Swire said it would take a "very long time" before anything was resolved.
"It's to do with a group of US attorneys and the Libyans wanting freedom from sanctions.
"It has very little to do with the British relatives," said Dr Swire, whose daughter Flora was one of 270 victims of the attack on Pan Am Flight 103 on December 21, 1988,
A £1.86 billion offer is also said to have been agreed, providing sanctions are phased out.
Relatives are said to be due around £7million per family but Dr Swire said the money was unlikely to find its way to British families.
"Even if it happens, most of it will be tied up in the US," he said.
