TESCO intends to build eight or so large stores in Black Country town. They were welcomed with open arms.
In contrast, Tesco and three other national chains applied for planning rights to develop at Worcester. None of these companies has received much encouragement.
Yet this city is supposed to be a retail centre. If it is not a retail centre, it is nothing, because we have hardly any industry.
