A COLWALL developer has been told to contribute £70,000 toward a cycle path network in Malvern before he can get planning permission for a £5 million hotel complex.

John Williams, of Evendine Court, was granted outline planning permission in principle last year for a hotel with conference facilities and a Roman-style hydro health spa at Townsend Way.

But the final granting of planning consent was delegated to planners at Malvern Hills District Council on the condition that Mr Williams enters into a legal agreement.

The agreement, called a Section 106, is often used by local authorities to gain some benefit for the community from significant developments. Under council plans it would include car and cycle parking facilities and provision and promotion of transport links with Malvern, including contribution towards the development of a cycle path.

Mr Williams has asked for more time to enter into the agreement.

Planners have recommended that the planning committee approves this time extension, but only half the 12 months requested.

Mr Williams said he was "a bit upset" about the conditions.

"It's a major obstacle at the moment," he said.

"It makes it hard. I don't mind contributing towards greener issues to get people on bikes and I suppose we're building a health and fitness suite, but it seems strange that no one else has contributed," added Mr Williams.

Rosalyn Field, MHDC planning officer, said the agreement was in line with recent Government guidance.

"In respect of major developments that generate a lot of transport movement it's the sort of thing that's promoted by Government guidance that has recently been adopted," she said.

"We haven't come up with a final figure yet but £70,000 is the amount that has been suggested although we are still in negotiation."

Between 120 and 150 jobs could be created at the two-and-a-half site and initial plans show the hotel would have 60 to 80 rooms.
