The Police started the stronger and should have taken the lead as early as the sixth minute, but the opportunity was squandered from just ten yards.
Rees was then withdrawn through injury, giving Malcolm Whitehouse a chance to impress.
Spartak fought back into the game, but only the smart handling of 'keeper John Slade stopped them trailing at half time.
Arron Parr was brought on early in the second half for only his third appearance for the club.
The second half turned into a dire and scrappy affair with neither side creating any opportunities.
But then in the 80th minute Parr smashed home his second goal in three games after fine work from Simon Brown.
Police raised their game again but could not find a way past a resilient Spartak defence.
