SILVER Control leader Mark Mullinger, of West Mercia Police, admitted the flood emergency team did not always get it right last time.
The priorities had been public safety, planning for the "worst case scenario" and returning to normality.
In the event, there had been no loss of life.
"We hope we have got our media strategy right this time and our future action plan includes overall traffic management, contingency planning and better use of information technology," he said.
