A WEEK or so ago, a correspondent sensibly stated that a mere £2.25 increase in basic pension would probably be swallowed up by council tax increase.

This brought forth a response from George Cowley to the effect that the "worst off" pensioners don't pay council tax! This seemed to imply that the elderly not on "benefits" don't count.

In fact, of course, "benefits" do tend to attract other advantages. It is the people with small occupational pensions and/or modest savings who often finish up the worst-off.
