PEOPLE who snipe from the sidelines were criticised by chairman Brian Wilcock as he retired after three years as chairman of Malvern Hills Conservators.

Mr Wilcock, who has presided over major changes in the management and structure of the Conservators, said it was evident that a few members were not happy to accept the will of the majority.

He criticised them for rushing to the press to air their supposed grievances and observed that "there is nothing worse than a democrat who has lost his vote".

Mr Wilcock said he hoped the changes made in every aspect of the operation would stand the Conservators in good stead for many years to come.

"Nevertheless, all systems need to evolve to keep up with changing times and future members will need to review the organisation regularly to ensure it remains relevant," he said.

Mr Wilcock said positive improvements included increased co-operation with other agencies to obtain grant aid and an increased emphasis on publicity.

Tribute was paid to Mr Wilcock's "firmness, sensitivity, tact and diplomacy" as chairman by his successor, former vice-chairman Richard Graves.

His chairmanship during three momentous years had set the board on a sound basis and a clearly defined path for the future, said Mr Graves.

These sentiments were supported by board members John Tretheway and Sue Thetford.

Mr Wilcock had tackled his duties without fear or favour and with great honesty of purpose, said Mr Tretheway.

Mr Graves is a county council-nominated member of the board and lives at Bishops Frome. New vice-chairman is Colwall representative David Ward, who has chaired the land management committee.
