Councillors on Bromsgrove District Council's recreation, amenities and tourism committee are set to consider the policy on Tuesday.
It has been drafted in response to high profile allegations of abuse in sport elsewhere in the country.
The policy sets out an open stance on child protection, offers guidelines for working practice and details the procedures in the event of allegations or suspicion of child abuse.
All staff with access to children will take part in a training workshop under the proposals, and it is planned the policy will be widely promoted in the community to create awareness of child protection issues.
The policy will also see the appointment of a child protection officer to deal with any incidents that occur.
