HILL & MOOR PARISH COUNCIL: Minutes of meeting held in Lower Moor Village Hall on November 2.

Salters Lane: Cllr McDonald reported an increasing concern by Salters Lane residents with regard to the traffic using the lane. The chairman read a letter from Miss Buckley regarding the speeding of vehicles and an increase in the number of lorries which were driving over the verge of her property and her neighbour's property. The clerk to write to Allan's Caravans and Spring Hill Farm. A copy letter sent to the Highways department from the October meeting to be forwarded to WC Cllr Tucker.

Planning: WD Cll Argyle spoke of the refusal of the re-submitted planning application made by Simms & Wood. Cllr Argyle commended the residents (mainly Upper Moor) for their presentation of letters of protest that were issued to each planning committee member in their protest of this application. Cllr Argyle particularly praised the investigation and research carried out by Mrs A Williamson. Cllr Argyle proposed the Clerk should write to thank Mrs Williamson for her role in protest of the planning application. A letter from the CPRE was acknowledged with thanks. This correspondence was also forwarded in support for the refusal of this planning application.

By Pass: WC Cllr Tucker reported on her meeting with the roads minister in London saying that she had had a good hearing and had high hopes that the by pass will be given the go-ahead and that it would be a nice result to end the millenium should that happen.

Bench Seats: Mr R Miller spoke of the bench seats on the playing field being vandalised. Suggestions for repair or replacement in concrete was discussed. Mr Miller was asked to look into the costs. Cllr McDonald indicated that the village should not allow unsociable behaviour of a few individuals to ruin the enhancement of the village green and that the current seat should be refurbished. Mr & Mrs Keatley reiterated the problems in Salters Lane of the speeding and heavy lorries as reported earlier. The clerk to write to Allan's Caravans and Spring Hill Farm.

Roads: WC Cllr Tucker suggested arranging with the Highways department a tour of the roads in Lower Moor and the length of Salters Lane to inspect the conditions and state of the roads. Mr Canning enquired for a footpath extension to the present paths in Maytree Road. The Clerk to write to the Highways.

Ditches: The Chairman had received a letter from Mr Guy with regard to ditches not being cleared. The WDC had recently inspected the area and had written to landowners to clear their respective ditches.

Structure Plan: WD Cllr Argyle spoke of builders pushing to build adhoc housing and Industrial sites on the disused airfield site at Throckmorten; suggesting the MOD should come up with some ideas.

Fly Tipping: Cllr Lampard had received a complaint from Mr Smith, the owner of land in Bridge Street, of fly tipping.

Village Hall: Cllr B Lampard offered his services to become a member of the Village Hall Committee.

Bogs Lane: Cllr Everall reported that trees had blown down on the pathway and in the ditch that leads off Bogs Lane. The WDC to be contacted regarding the ditch in Bogs Lane.

The next meeting will be held on December 7.
