BROMSGROVE council has been accused of reacting too slowly to the two chemical leaks at the Dolphin Centre.
Bromsgrove District Council's recreation, amenities and tourism committee voted on Tuesday to implement safeguards to prevent further chlorine leaks at the centre's swimming pool, in School Drive.
An inquiry found the existing system to be safe but recommended modifications to guard against human error or equipment malfunction.
Just a few weeks after the leaks the centre was closed temporarily because of a fire.
Labour leader Cllr Peter McDonald (Uffdown and Waseley) said the council should have acted before two chemical leaks forced the issue.
"The council has not been up to speed with the modifications.
"We should have known about these safeguards before the council held an inquiry.
"We have had three serious incidents here."
Deputy leader of the ruling Tory group and committee chairman Cllr Terri Matthews (Con, Furlongs) said the improvements were an extra level of security and the Health and Safety Executive had passed the existing system as safe.
