How ridiculous to suggest - as the authorities do - that exclusion is a sanction feared by disruptive young people in schools. Such youthful troublemakers welcome the idea. They are freed from the requirement to attend school and are therefore able to roam the streets, probably causing mayhem.

The likelihood is that the parents of such delinquents have abdicated parental responsibility. No wonder really, seeing as the do-gooders do not allow even mothers and fathers to correct their offspring nowadays.
