Reassuring commitment to getting to the bottom of things

SIR, I read that, thankfully, the city council are going to be investigating how to deal with traffic congestion in the city. Presumably they will be spending the money they have saved from closing down the Park and Ride schemes, possible with a top-up from the decrease in subsidies to public transport, on consulting with consultants who might well come up with some terrific suggestions about subsidising Park and Ride and public transport schemes.
